It is best practice and strongly advised to have it vacuumed out prior to your new installation, even though it is not required by law. This is due to the fact that blow-in insulation isn't flat; therefore, installing a new batt on top would result in an undesirable wavy formation. This could lead to air pockets being formed in the room, defeating the initial goal of installing new insulation.

Can you insulate an old home?

What R value is right for me?

Installing a minimum of R3.5 for retrofit properties and often above an R4.0 (subject to an energy report) for newly constructed or under construction homes is considered best practice. Which R-value insulation should be utilized will typically depend on the type of building material used, the location of the property, and the amount of natural sunlight. For technical information, always consult an insulation or energy specialist. A higher R value is useful for heat loss purposes since new eco-friendly homes are typically built with the goal of being 100% airtight.

On the other hand, existing homes generally speaking, are not 100% airtight meaning no matter what R value you install, the same amount of air will always escape. An R value rating of 6.0 will keep in the same warmth in as something as an R3.5 in this situation.
